New Orleans

Kelman's analysis contributes to all of the positive things that the cite and the area have to offer. He talks about why the city was initial built, and how the city and site benefits from being so close to the Mississippi river. He makes rebuilding the city a great economic opportunity.
Although not explicitly stated, Kelman believes that it is relatively foolish to rebuild the city of New Orleans. Based on the city's location and demographics, the city was a death trap. Rebuilding the city would only waste time and money on something that would probably need repaired again in the future.
