Although not explicitly stated, Kelman believes that it is relatively foolish to rebuild the city of New Orleans. Based on the city's location and demographics, the city was a death trap. Rebuilding the city would only waste time and money on something that would probably need repaired again in the future.

I thought differently becuase even though he stated what was so wrong and what has went wrong because of the location he gives the argument of why the city is good. This may also be a reason for the levees to be built higher and stronger and more improved.
